16th Finance Commission: NITI Aayog veteran Columbia University professor Arvind Panagariya to be chairman – check its terms of reference

New Dilli: The Indian government announced the constitution on Sunday Sixteenth Finance Commission, in accordance with Article 280(1) of the Constitution of India. Dr Arvind Panagariyaformer vice president of the association NITI Aayogand a professor at Columbia University will be the chairman 16. Finance Commission.

“Members of the 16th Finance Commission would be informed separately. Shri.” Ritvik Ranjanam Pandey has been appointed as Secretary of the Commission,” the government said in a press release. The 16th Finance Commission will also review the current arrangements for funding disaster management initiatives, among other things.

The Commission has been asked to submit its report by October 2025. The report will cover a period of five years starting on 1 April 2026.

The Sixteenth Finance Commission will make recommendations on the following matters:

In a detailed statement, the government also expressed the mandate of the 16th Finance Commission.

i) the distribution between the Union and the States of the net tax revenues to be or possibly distributed among them under Chapter I of Part XII of the Constitution, and the distribution of the respective shares of such revenues among the States;

(ii) The principles which should govern the grants to the revenues of the States from the Consolidated Fund of India and the amounts to be paid to the States by way of grants out of their revenues under Article 275 of the Constitution for purposes other than those mentioned in the provisions of sub-section (1) of this Article ; and

(iii) Actions required to augment the Consolidated Fund of the State to supplement the resources of the Panchayats and Municipalities in the State on the recommendation of the State Finance Commission.
